Are Arizona’s utility regulators finally ready to start acting like – dare I dream? – Arizona’s utility regulators?
If so, then I have a suggestion: PROVE IT.

Earlier this year, I thought this puppet agency was finally ready to cut the strings long held by Arizona Public Service.
