Front-end discussions arrive on downtown Surprise

City officials, the company owning undeveloped land at the Surprise Civic Center and members of the Planning and Zoning Commission are in harmony about the need to adapt procedures for presenting potential projects.

The idea is to get out in front of the process by providing quarterly updates on large-scale plans for areas of city center, plus discuss specific projects from interested businesses earlier with planning commissioners. This revamp also might shift some up-front burden on staff for a city already bursting with development proposals.

Scott Phillips, representing the Surprise Center Development Company, presented proposed changes to these procedures during the commission’s Aug. 5 meeting.
