Former superintendent and anti-bilingual education crusader Tom Horne has taken the lead over incumbent Democrat Kathy Hoffman in the race for Arizona superintendent of public instruction.

Horne is ahead by a slight margin, but said Wednesday morning he was ready to declare victory and expected the next wave of ballots to be in his favor.

The Republic has the race listed as too close to call as Maricopa and other counties continue to count ballots. The Associated Press, which calls winners in statewide races in Arizona, has not called this race.

Full election results may not be available for several days. Early results can flip as later votes are counted. The preferences of early voters, in-person Election Day voters and those who drop off their ballots at the polls all could differ.

“I will not celebrate until I get the test scores up,” Horne said. He also reiterated his plan to remove social emotional learning from Arizona schools, which he said would increase test scores.

“No more fun and games during class time under social emotional learning,” he said.
