Former Rep. Ann Kirkpatric voted the fewest times in person of all members of the U.S. House of Representatives in 2021 and 2022.
Kirkpatrick, D-Ariz., who did not run for reelection in 2022, used a pandemic-era rule to vote by proxy 86% of the time, according to an Arizona Republic review of House members’ voting records in the 117th Congress. The proxy rule allowed representatives to designate another member to vote in their place.

Her voting record could be an indicator of how little time Kirkpatrick spent in Washington, D.C., representing her district in southern Arizona.
The Republic made numerous attempts to contact Kirkpatrick. She did not respond.
