Voting by mail has become increasingly popular in the midst of COVID-19.
The second time appears to be the charm for a proposal to drop some people from the permanent early voting list.
After voting down the measure two weeks ago, the Arizona Senate on Tuesday approved a bill to remove voters from the list who do not vote early in four consecutive primary and general elections.

Republicans backing the bill argue it will merely ensure the list is up-to-date and accurate.
But Democrats contend it could kick hundreds of thousands of voters off the list who may skip an election for innocent reasons, such as not liking the choice of candidates, and is ultimately meant to drive down turnout after President Joe Biden’s victory here last fall.
