Affordable apartment developer says he’s facing roadblocks from West Valley city

Owen Metz wants to build affordable apartments in Surprise. He’s surprised that’s not going so smoothly.

The vice president of Plymouth, Minnesota-based Dominium is working on a 40-acre parcel at the southwest corner of Cotton Lane and Waddell Road to develop two apartment communities totaling 650 units with monthly rental rates between $800 and $1,200. With total development costs expected around $160 million for both properties — one age-restricted property for seniors 55 and older and another general community for families.
