The city of Glendale’s homelessness strategy — a master services agreement with Central Arizona Shelter Services (CASS) — was recently awarded the Innovative Program of the Year by the Arizona chapter of the National Association of Housing and Redevelopment Officials.
For Matthew Hess, receiving the recognition is exciting.
“It’s really exciting to be recognized by our peer agencies,” said Hess, who is the administrator of revitalization for the city of Glendale.
