David de la Torre, Chandler’s acting planning administrator, says that most of the land for housing has already been developed. What remains is undeveloped for a reason.
“Each of them either has infrastructure issues, or adjacent property owners who might be opposed to something,” de la Torre said. “Or, there’s abnormal shapes like this one today.”
The city’s Planning & Zoning Commission recommended a 23-home development called Bower Dobson at its March 18 meeting. It has an abnormal shape because it was originally planned to be part of a large retail center at the corner of Pennington Drive and Chandler Boulevard.
