Mesa City Council balks at marijuana rule change

A zoning rule change to accommodate a medical-marijuana dispensary got a skeptical reception last week from the Mesa City Council.

The idea isn’t dead, but approval is far from certain when it returns to the council for further discussion.

The issue stems from Arizona voters’ narrow approval in 2010 of a medical marijuana program administered by the Arizona Department of Health Services.

In early 2011, Mesa decided to limit marijuana dispensaries to industrial zoning districts.

Arizona, meanwhile, devised a system dividing the state into community health assessment areas, with each so-called CHAA eligible for one dispensary.
