Access stalls store project: WinCo eager to begin construction on store

Surprise officials plan to create an access plan to limit the driveways on major roadways and that spilled over into an intense discussion of the subdivision of a parcel targeted as the future home of a WinCo Foods store.

Martin Lucero, Surprise transportation planning manager, briefed the council May 20 during its work session on the city’s transportation plan, highlighting the accessibility portion of the plan. He said the city should control access to properties along major roadways.

Absent such a plan, curb cuts and driveways were placed along Bell Road and Grand Avenue, the major roadways through the city, at numerous locations creating traffic slowdowns on fast-paced streets and increasing the potential for accidents, according to city officials.
