Rose Law Group Partner Court Rich tells Phoenix Business Journal how APS seeking fully subsidized solar when competitive market gets no subsidy

Arizona Corporation Commission staff has rained on a proposal by Arizona Public Service Co. to enter the rooftop solar installation market.

Earlier this year, APS proposed a residential rooftop solar program where it would lease homeowners’ roof space to install photovoltaic collectors and credit the value to the power bills. The utility would own the system, the power generated and maintain the equipment. As many as 3,000 homes would have been eligible for the initial program if it were approved by the ACC. Slated for a Thursday hearing, ACC staff is recommending denial.
