Early in the morning of April 3, Senate President Andy Biggs decided he and the state Senate had waited long enough. He unilaterally pulled the plug on the legislative session.
The Legislature was racing toward an early adjournment for the year, and Biggs had spent the entire day waiting on his counterpart, House Speaker David Gowan, to catch up.
Frequent delays from GOP leadership and constant confusion among rank and file lawmakers plagued the House. Between handfuls of votes, the chamber sporadically took breaks that sometimes lasted only minutes, and sometimes lasted more than an hour, while GOP leadership decided what to do next.
