Don’t call it a TIF: New economic development tool emerges

Municipal officials are hoping to get a new economic development tool next legislative session while avoiding comparisons to the oft-maligned system known as tax increment financing.

Surprise Mayor Sharon Wolcott and the League of Arizona Cities and Towns are planning to push legislation to create a program with similarities to tax increment financing, but with significant changes that often generate fierce opposition. The plan would allow cities to reimburse businesses for infrastructure improvements or job training using future increases in tax revenue.
