The development will replace the failed Goldwater library project at First Avenue and Macdonald

Residents and developers say the city’s accelerated RFP timeline unfairly gave the developer an advantage

West Mesa residents are lambasting the city council’s decision to pursue another affordable-housing project downtown, saying Mesa has “given away” a prime piece of real estate it had a chance to develop more strategically.
