12-year property dispute settlement involving developer Ed Robson shelved

Rather than end a 12-year property dispute involving developer and political donor Ed Robson, Arizona utility regulators shelved a controversial decision Monday because they didn’t like that it benefited one of his competitors.
Robson has a development company called Cornman-Tweedy among his 50 or so enterprises. That company has been trying to take over the service territory of Arizona Water Co. in Pinal County for more than a decade.
Service territories, formally known as Certificates of Convenience and Necessity, are a property right enshrined in the state Constitution. Granting them, deleting them and transferring them is usually no small decision.But Robson plans to build houses on a portion of the 11-square-mile property in question, and he wants his own water company to serve it.
