Goodyear City Council will vote Feb. 25 on a development agreement that intends to allow Microsoft Corp. to begin development on its 279-acre site on an expedited schedule.

According to the agreement, the city generally requires an approved site plan and final plat in order for building permits to be issued, neither of which have been completed for the Microsoft project.

“Microsoft has an accelerated construction schedule for the development of the property and wishes to commence construction of its first two buildings on the property before a site plan has been approved, before the Carollo (utility infrastructure) study has been completed, before the city has determined the necessary utility infrastructure improvements and before Microsoft and the city of Goodyear have entered into the improvements development agreement,” according to the agreement.
