Scottsdale City Councilman Guy Phillips has been cleared of an ethics complaint that alleged he had conflicts of interest related to the controversial and now defunct Southbridge II project.
Resident Mike Norton filed the complaint against Phillips in January, alleging that Phillips’ wife’s work on behalf of a signature gathering effort that opposed Southbridge II, as well as a GoFundMe set up to pay Phillips’ medical bills, were used to influence his vote.
An independent ethics panel said Tuesday that they found no ethical violation in Norton’s allegations, describing the allegations as benign, speculative and unrealistic.
Following the report, Norton submitted a request to the City Council asking that it reject the findings.
