Gov. Doug Ducey is defying Trump on payroll tax deferrals? Does the president know this?

Department of Administration Director Andy Tobin on Friday announced the state won’t participate in the program, which would put more money in state workers’ pockets for the rest of this year, only to snatch it away next year.

Let me say that again.

Ducey is defying Donald Trump.
