Mesa has reached an out-of-court settlement with a former assistant police chief who was appealing her dismissal after an internal-affairs investigation concluded she had violated policies.
In a joint statement, the city and former Assistant Police Chief Kathy Kirkham said they had reached “a mutually beneficial resolution” to settle all matters related to her employment.
Kirkham had filed notice with Mesa’s Personnel Appeals Board to challenge her dismissal and had charged that she was dismissed in retaliation for an Equal Opportunity Employment Commission complaint she had filed against Police Chief Frank Milstead.
Once a rising star at the department, Kirkham had accused Milstead of sexual harassment, citing some comments he made about her being a single parent.
