Corporation Commission staff recommends ‘wholesale rejection’ of APS’s solar tax, says Court Rich, Director of Rose Law Group’s Renewable Energy Department

The staff of the Arizona Corporation Commission is recommending against any immediate reduction in solar incentives for customers of the state’s largest electric utility. A report issued late Monday urges the commission to deny the July request from Arizona Public Service Co. to reduce by 30 to 60 percent the incentives offered to customers who opt for solar panel use. The request has generated a highly publicized fight between the utility and advocates for the solar industry.

Any changes to the current system should be done during the utility’s next rate case, where energy costs are evaluated to set multi-year price structures, the report concludes. That is not planned to happen before 2015.
