Phoenix-based commercial developer Vestar is asking Gilbert to give up on plans for a regional shopping center at the southwestern corner of Higley and Riggs roads and instead allow about 100 homes to be built on the 50-acre site.

Vestar in 2007 proposed building the “Greer Towne Center” in south Gilbert at the foot of the Santan Mountains. The vision included two major anchor tenants flanked by several smaller shops and nine stand-alone “pad” sites, which often develop as restaurants or banks.

Now, even as commercial development ramps back up post-recession, Vestar says the lack of population density in the San Tan area means a major shopping center would never succeed at that corner, and the company wants to rezone the property to make way for new housing.
