HUD relents: housing favoring deaf is not discrimination

The federal Department of Housing and Urban Development ended a two-year legal dispute on Friday with the state and a private developer of subsidized housing, which it had accused of discrimination for favoring the deaf and the hard-of-hearing over others seeking to live in a 75-unit complex for the elderly built to fit the needs of the deaf.
