Phoenix OKs contested housing for seniors in arts district

The Phoenix City Council on Wednesday approved plans to develop a controversial housing project mainly for low-income seniors in the vibrant downtown arts district known as Roosevelt Row.

Community members protested the development, saying they want to fill the vacant lots, but not with an age-restricted community. Opponents said that seniors who move into the area, which attracts thousands of people for festivals, the First Friday artwalk and other events, will complain about the noise and the crowds.

“They will resent local businesses,” business owner Wayne Rainey said. “When you can’t participate in a neighborhood that is exciting and loud and fluid, it’s like poking someone in the eye. It’s creating conflict.”
