While companies bicker about utilities’ impact on solar, many see a broader issue of a state political culture that is hostile to anything representing green energy. The recent net-metering fight, in which solar installers were pitted against Arizona Public Service Co. and conservative groups linked to the Koch Brothers, was just the latest salvo.
