Councilman DiCiccio addresses the mayor and council at the Phoenix City Council Formal Meeting on October 21, 2015. His comments are regarding the Frank Lloyd Wright House in Arcadia that a developer purchased and is now seeking approval to turn into a destination for tours, weddings and concerts.
