Former Florence town manager’s background dogs him in new position

When new Watsonville, Calif City Manager Charles Montoya reports for work Nov. 30, he will arrive dogged by allegations of misconduct in Arizona.

Montoya is a defendant in a civil lawsuit filed on behalf of two former police detectives in Florence, Arizona, where Montoya served as town manager from January 2013 to July 2015.

“All of that happened before I arrived,” Montoya said. “I had no connection other than being named in the lawsuit.”
