Developer hears neighbors, punts plan to build Tempe apartments

Faced with opposition from neighbors and a cool reception from the city council, a developer dropped a plan to build more than 300 apartments just west of downtown Tempe.

The project, called Crescent Rio, was proposed for the north side of First Street, just east of Hardy Drive. The property, owned by Tempe-based Spagnuolo Investments LLC, has offices and light industrial uses on the site.

Attorney Charles Heulmantel told the council at its Feb. 25 meeting the proposal was being pulled
