The Surprise City Council has agreed to negotiate a settlement agreement with downtown landowner Surprise Center Development Corporation after nearly two years of legal actions.

By a unanimous vote in a special meeting Thursday the city agreed to an 11-point settlement. The parties negotiated a truce and agreed to the basic framework in February following 19 months in the courts.

The parties released a joint statement Thursday night.
