There’s Joy in managing Maricopa County

The Maricopa County Board of Supervisors on Monday chose a longtime county employee to be county manager, filling the position left vacant by the retirement of Tom Manos.

Joy Rich, 51, deputy county manager since June 2012, edged out a short list of three other finalists for the post following a three-month search. Other finalists were Sedona City Attorney Robert Pickels Jr., Gilbert Town Manager Patrick Banger and Maricopa County Facilities Management Director Reid Spaulding.
