Phoenix moves to close some neighborhood alleys after troubling incident

Luke Bevans has always had concerns about the alley behind his north-central Phoenix home, but an incident last September made him determined to see the alley gated shut.

Two young girls were playing in a neighbor’s backyard when a man wandering the alley jumped the fence and exposed himself to the children, according to city officials.

As a father of three young children, Bevans was horrified. He said footage from his alley security camera showed the man had also peered over the fence into Bevans’ yard. He wondered: What if my kids had been outside alone?
