If Payson ever does lure a university to town — the zoning, street widths, building inspections and a myriad of other details have already been worked out.
Last week, the Payson Town Council approved several amendments to the intergovernmental agreement (IGA) with the Rim Country Educational Alliance (RCEA) for water and plan review services on the university project.
In 2011, the town signed an IGA with the RCEA to allow town staff to review plans and offer inspections. The town also agreed to provide water service to the 253-acre site off State Route 260.
The RCEA pays the town for such services; similar to any time an outside group hires the town for help on a project.
