Although unclear on the legal specifics of the creation of “county islands,” the Pinal County Board of Supervisors is undoubtedly opposed to their creation.
That became clear Wednesday when Supervisor Mike Goodman attempted to bring some constituents’ long-voiced concerns about their ability to opt out of the San Tan Valley incorporation effort before the board. While a clear legal pathway to opt out of the incorporation has yet to be defined by the county, all members except Goodman voiced their opposition to the creation of county islands, or small areas completely surrounded by one or more cities.
