Surprise City Council could see shake-up if early election returns hold

The Surprise City Council may see a shake-up.

A few close races have emerged and a few challengers are leading incumbents in early returns in Tuesday’s election.

In District 6, Chris Judd, a local businessman, is ahead of incumbent Todd Tande and another challenger, Eric Cultum.

Judd, with more than a majority of votes in early results, said he is pretty sure he won the election outright, and will not have to enter a runoff in November.

“I am humbled and honored and I am going to do my best,” he said.
