A coalition of residents and business owners in Glendale’s Catlin Court says too many of the area’s historic bungalows are being used for homes or office space instead of the specialty shops that created the area’s charm and brought in shoppers.
They are suing the city for no longer enforcing rules the city set up in the 1990s to help the historic downtown area flourish.
The Arizona Republic in 1998 wrote about revitalization of the area, saying that “As Catlin spruced up, so did the businesses around the city’s square” and that “one still gets that ‘small town’ feeling strolling down the streets of Catlin Court.”
Even today, it feels different than the rest of the Phoenix area. There’s a charm to walking down tree-lined streets and seeing business owners sitting on the porches of their century-old bungalows or huddled around fire pits in their yards during the chilly weather of the Glendale Glitters festival in December.
