In an April 22 letter to city officials, Goldwater Institute officials estimate Scottsdale may be liable for billions of dollars to affected property owners if the desert rural neighborhoods zoning designation becomes a reality.

The Goldwater Institute is the fourth entity to write to Scottsdale city officials in opposition of its proposed desert rural neighborhoods land-use designation.
